CBC parking Policy
The purpose of the CBC Parking Policy is to provide a safe, convenient and accessible parking facility for students, staff, faculty, tenants and visitors to the CBC campus. We seek to service the needs of this diverse group of users in a fair and equitable manner.
Academic Year Permit 2008/2009
Academic Year Permits are valid from September 1st - April 30th of each academic year. The costs are as follows and do not include applicable taxes:

Commuter and Resident students may purchase an academic year parking permit at Reception Centre in the Resource Centre:
It is mandatory that you provide accurate vehicle details with regard to the make, model, color, and vehicle license plate number. Incomplete or incorrect details may "void" a permit and result in a violation ticket being issued.
Notes:
- Permits must be clearly displayed and affixed in the left hand corner of the windshield or hanging on a hangtag from the vehicle's rear-view mirror and must be readable when approached from the front of the vehicle. Hangtags are authorized and issued ONLY by Parking Services. Homemade hangtags and unaffixed decals will result in a violation being issued.
- Permits DO NOT guarantee a prime parking spot.
- Permits may be obtained throughout the school year on a pro-rated basis.
- Refunds are given for commuter, resident, and carpool permits on a pro-rated basis. The permit MUST be returned to Parking Services, even if it's in pieces, to receive a refund. Refunds will only be credited to the student's account as per the pro-rated refund schedule.
- Permits are non-transferable and may not be sold or exchanged to another student.
- Permit holders must park in designated parking lots. See "Lots" for details.
- To replace a lost or stolen permit, the permit holder shall purchase a new permit at full pro-rated cost. However, if a permit holder has a police/ICBC report explaining the loss, the permit will be replaced for a $15.00 administration fee.
Parking Area Designation
- Visitor Parking. This area is reserved for visitors to the CBC campus and any violators could be fined on a first offence.
- Staff, Faculty and Student parking
- Reserved Parking: certain parking spaces at CBC are designated "Reserved Parking" and are intended for the use for which they are reserved (ie. fire lane, visitors). Parking in a reserved spot is subject to a $50 fine.

Pay Daily
- Purchase a daily parking pass for $3.00 per day plus GST.
- Clearly display on dash, printed side up. Failure to do so will result in a violation ticket.
- Parking passes are valid on the day purchased until 11:59pm the same day.
Pay Weekly
- Purchase a $10.50 (plus GST), weekly permit at Reception - valid for 7 calendar days.
- Clearly display on dash, printed side up, or hanging on a hangtag in the vehicle's rear view mirror.
Pay Monthly
- Purchase a $40.00 (plus GST) monthly permit at Reception - valid for 28-31 calendar days.
- Clearly display on dash, printed side up, or hanging on a hangtag in the vehicle's rear view mirror.
Parking for People with Disability
Persons holding a valid "Disabled" parking permit from any province/state, may park at no charge in any disabled space, in any lot. If you have a temporary disability that merits special parking consideration, obtain a temporary disabled permit upon submission of a physician's certificate, at the Parking Services office in the Welcome Centre building.
Visitor Parking
- Visitors should park in the “Visitor Designated Parking Area” found on the west side of the Student Centre.
Staff & Faculty Parking
- Staff & Faculty is encouraged to park in the north parking lot during the academic year. (The new west parking lot is for visitors only)
- Staff and Faculty do not have to pay for parking but must have a valid permit.
Restrictions and Enforcement
- Campus Parking Guidelines are enforced campus-wide all year round, 7 days a week, 24 hours a day. All parking on campus is by Permit or pay parking only. The RCMP in cooperation with Security and Parking Services enforces the Motor Vehicle Act on campus.
- Staff, faculty, residents, commuters, office lease personnel must display a valid permit, or have purchased "timed-parking".
- Drivers must park in the lot for which their permit is designated.
- Certain parking spaces at CBC are designated "Reserved Parking" and are intended for the use for which they are reserved (ie. fire lane, visitors) reserved spaces,). Parking in a reserved spot is subject to a $50 fine.
- No parking on roadways or driving on the sidewalks or grass for any reason (with the exception of authorized service vehicles). Parking is allowed in marked spaces only and in those areas authorizing specific permits.
- Maximum speed in parking lots is 15 km/h
- Making a delivery, lack of convenient parking spaces, being late for class, appointments, exams, etc. are not considered to be valid excuses for violation of any parking guideline.
- No parking in a fire lane ($50.00 fine for violation)
- No parking in a "Handicapped" parking space unless with a valid Handicap permit ($50.00 fine for violation)
- Students or Staff found parking in Visitor areas will receive a $50.00 fine for violation.
- Tow-away - Security reserves the right to tow any vehicle obstructing the flow of traffic, obstructing a marked construction or work zone, causing a noise disturbance or occupying a reserved space without authority.
- No overnight parking (except by residents with "R" permits)
- Summer storage of vehicles is not permitted
- No parking permit may be altered for any reason
- No parking of any uninsured vehicle on campus
- No living or camping in any vehicle on campus ($50.00 fine for violation)
- Any vehicle parked in contravention of the Parking Guidelines may be removed at the risk and expense of the owner/operator.
- Notes left in vehicles will NOT be considered in lieu of paying for parking.
Violations
If You Receive a Parking Violation:
- Any violation ticket issued to your vehicle is your responsibility to pay.
- A violation ticket issued for parking in a Fire Lane or a Handicapped Spot is a $50 fine. (wheel lock will be applied until fine is paid)
- A violation ticket issued for living or camping in your vehicle on campus is a mandatory $50.00 non-appealable fine.
- All other violations are a $35.00 fine for each offense. If the parking ticket (with the white copy) is received with payment within seven (7) days of issue date, the cost of the fine will be reduced by $20.00 for a total of $15.00.
- Fines over seven days old will automatically be charged to your student account or processed through a Motor Vehicle Search (to determine ownership of the vehicle). An administration fee of $15.00 to locate ownership will be charged in addition to fine amount ($35.00 or $50.00 depending on the violation).
- Grades shall not be released and pre-registration will be delayed until all outstanding violations are paid.
- Multiple unpaid fines shall result in a wheel-lock applied to the vehicle A $50.00 fine will be added to the total of the unpaid fines and the vehicle will not be released to owner until payment is received.

Parking Violation Appeals
- You may challenge or appeal certain violations within seven (7) calendar days of issuance. After 7 calendar days, the violation is non-appealable.
- Appeals must be made in writing and on special CBC appeal forms. Appeal forms may be obtained at Parking Services in the Welcome Centre building.
- Refer to the section on "Restrictions and Enforcement" which outlines the Campus Parking rules and regulations. This will be the guidelines used for the appeal process.
- Listed below are examples of parking violation appeals that have been denied:
- Parking permit not displayed
- Illegal parking
- In addition, the following reasons are not considered grounds for an appeal of a parking violation:
- "Others were parked there, and did not have permit”
- "I was just running in to drop something off"
- "I couldn't find any other spots and I was running late"
- "I didn't know I couldn't park there"
- "I paid lots of money for a parking permit and I should be able to park wherever I want"
- Cancellation of a violation will be at the discretion of Buildings & Grounds Dept. only..
Security and Community Safety
The security of your vehicle is your responsibility. The College assumes no responsibility for loss or damage through fire, theft, collision or otherwise to the contents.
CBC Security, (Community Safety) will do their utmost to patrol, protect, and secure all areas of campus, but it is up to the students to help in this area by not making their vehicle and their possessions vulnerable to car thieves. Please understand that vehicle safety and the incidences of theft are not limited to other parts of the city. Thieves will attempt to locate any vehicle that is unsecured.
- Please use an anti-theft device on your vehicle while parked on campus.
- There are three types of safety devices used: (1) Mechanical, these include the steering wheel lock such as "The Club", (2) Vehicle alarms and (3) Electronic Immobilizers For further information about anti-theft devices, vehicle theft and auto crime, please visit the website at : http://www.icbc.com/Crime-Fraud/index.html
- Please be certain that your vehicle is locked and all windows are closed when you leave it. Do not leave any valuables in your vehicle.
- Engrave your personal belongings with your driver's license number. Purchase a removable stereo unit if possible, and when you leave your vehicle, place it in the trunk of your car, out of sight. Carry your laptop with you at all times. Keep all valuables with you and do not take your vehicle and possessions (yes, even your books!) for granted.
- Report any suspicious activity of any persons in the parking areas to Security at Daytime 604-897-4938 Evenings 604-615-2106. Immediately report all incidents and/or thefts to Security.
- Keep a spare key in your wallet, not in your vehicle. (A mobile locksmith will charge $35.00 for an unlock.)
- Try to park in areas that will be well-lit when you return to your vehicle. If at any time you feel apprehensive while you are walking to your vehicle, find a secure place to make a phone call to Security to voice any concerns.
